HIBBARD'S BILINGUAL PROGRAM
The bilingual program at Hibbard School services limited-English proficient students in Kindergarten through sixth grade.
Students are enrolled in the following bilingual programs: Arabic Bosnian/Serbian, Khmer, Spanish, Vietnamese and ESL (English as a Second Language). The languages currently served in our ESL program are: Albanian, Bengali, Farsi, French, Gujarati, Illongo, Korean, Lao, Malayalam, Romanian, Tagalog, Turkish and Urdu.
When children, who speak another language at home first enter the Chicago Public Schools their English proficiency is evaluated. They are rated on a scaled of 1 through 4.
English Proficient Level 1 – This student has acquired very few English language skills- does not understand spoken English and cannot meaningfully respond in English.
English Proficient Level 2 – This student has acquired some English language skills- can understand and communicate (to some extent) in English but may have difficulty understanding instruction and conversation in English.
English Proficient Level 3 – This student comprehends most of what is said in English and communicates fairly well, but not as well as native English speakers. The student receives approximately two-thirds of the content area of instruction in English with continuing support through the native language and ESL, as needed.
Englsh Proficient Level 4 – (General Program) This student speaks, comprehends, reads and writes English at a level that is equivalent to the English language skills of native English speaking peers.
The English Proficiency level is used to establish the degree to which the native and English languages are used for instructional purposes. Bilingual education programs provide instruction in the native language and English language development through ESL instruction. This program continues until the student can function completely in the all English general program of instruction.
